Yes. I think it's not hard to get the right answer because only D is structured right. As for the tense, since 1980 and 1960 are all past years, so only past tense is approciate.

a lot of "such...that" examples but sorry I don't have any official one here. Just never try to say anything is "abosolutely wrong".
