36/72 Governments should not fund any scientific research whose consequences are unclear. 政府不应该资助任何后果不明的科学研究。
The issue conveys the idea that government should reject to fund those scientific research with unclear consequences. While this contention could be plausible to some extent, it is inevitable too narrow in its scope. That is to say, we should take a look at panorama in order to gain a better understanding of the gist of this issue.
First off, someone may contend that human beings are benefited from the consequences of some research whose result are not clear at first. Take penicillin as a convincing example, which was fortuitous discovered by Alexander Fleming in his laboratory in 1928 and mass-produced till 1944. He left some unwashed plates containing some bacteria in his lab while he was on his holiday. When he came back, he found that a mold was all over the plate and all the bacteria were dead. This amazing mold, Penicillin, could inhibit the growth of many deathful bacteria, and was later comprehensively used in medical treatment. Thanks to the investment of U.S. medical company, research of Penicillin was able to be continued, and finally saved lives of soldiers during The First World War. From this point, researches with unclear consequences may pay back huge values and government should not simply ignore or completely disregard them.
Nevertheless, there is no denying that some researches are detrimental to our world rather than improve human’s life and the scientists’ process the researches are merely aimed to meet the personal wild ambition. Our government should not invest these researches as they cannot take any pay backs for people, even may destroy our world. Take the Soviet Union as a convincing example, which was a highly centralized country and dissolved in 1991. To rival with U.S. and meet the personal wild ambition of its temporal leader, Stalin, the country devoted all its energy into armory industry. Finally, the whole world walked into cold war.
If the consequences of researches are unclear, the extensive studies should be conducted to realize the potential of the new technology. In many cases, the bad consequences of researches cannot be bolstered by pertinent data and researchers should at the same time provide a series of plans to forestall the happen of the bad consequences. Under this circumstance, even though the researches’ results are unclear, the government can also invest them. It is necessary for our government to set up expert committees to make the decisions of funding the research after carefully weighing the pros and cons of the research.
In retrospect, our government should provide censorship for the researches with unclear consequences before funding them. |
