都是招不到美国人，才会考虑国际学生的

还有就是做theory的学校喜欢招中国人，比如 cmu，umn 很多中国人在读。

umn还好了，有两三个中国人，不比其他学校多多少

cmu属于历史遗留问题，简直就是红色娘子军，外加一个党代表。
