第二个根据后面的and that进行判断，平行结构，agree 后面接2个平行的宾语从句

1、require等表要求、命令的动词之后，加宾语从句，要用虚拟语气且省略should。
2、动词之后接宾语从句一定不能省去that这个连接词。

首先：however在这里如同whatever一样，是在how后边加了ever，表示强调。
其次：C、D错在agree这个动词后接宾语从句不能省略that；
         E错在使用there be句型不简洁，且agreement是抽象名词，不如agree这样的动词简洁。
         B也用了agreement，不简洁；且the fact后接为划线部分，相当于让未划线部分充当the fact的同位语从句，但省略了that，故亦错。
