I think "as" here means "because", not "while".

又看了一遍句子，“as”在这里的确是“while”或“when”更符合句意。

如果理解成“because”，好像就不通顺了。

我看了好几遍，怎么觉得as作为“由于”比较好，正式要为下学年作准备，营销成本才升高的，请ＮＮ进一步解释一下，多谢

个人理解也是表"时间"比较好.

把"while"或"when"代入原句: ..., because revenues are low and marketing expenses are high while companies prepare for the coming school year.

while从句表明marketing expense较高时的一项特征, 即通常是新学年即将来临时marketing expense较高.

而用because代as显得有点太突兀, 且该从句本身已经是because从句了.
