我认为你的说法不太正确，

1－seat这里不仅仅是‘提供坐位’，关键在于seat them in a separate area－让他们分开坐，这个动作可以是rules的一个内容；

2－如果如你所说have和seat平行，那么seat后的them就有指代不明确之嫌。

3－当然，如果seat前补出一个to更好，但是不补出，从to的平行结构上来说也是可行的。
