As I know, it is the abslute phrase.......this is a important structure in grammar understanding.....

这是独立主格结构，作为伴随性状语修饰主句，因为这种结构不适完整的句子，所以不能有谓语（具体的结构一句话也讲不清，可参见一些前辈NN的T，可以去GMAT语法区找找），所以C没有错，而B则改为复数即可。。。。

关于独立主格，个人认为和同位语比较搞，但不影响作题。。。。。
