从属关系“A of B，which”中的which就近修饰紧邻的名词
在前有“核心词+介词、分词等修饰结构”或者插入语的情况下，which跳跃修饰前面的核心词，不能修饰紧邻的名词。
如果非要就近修饰前面那个名词，这儿也应该是WHO不是WHICH

那第二题呢，看到有解释说 which是指代前面的hearings，跳跃了这个介宾结构。如果前面用主从关系来解释的话，那在这里的跳跃又应该怎么解释才说得通呢？
