本题，正如解析中分析的，用主动语态（被动语态意义不如主动强烈），主语为“incident”,故谓语要选择与之一致的单数形式，排除ABC。没有太多的疑点，因为唯一就是"correlate to" 和 "correlate with"的用法。我搜索了一些例子，显示这两种用法都可以，行的通。不同的地方可能是"correlate with"常用于表示两者之间有原因和结果的“联系”或者同类事物之间的“联系”。"correlate to" 常表示一般的“联系”，并且to的不定式含有“目的”的意味。而一些GMAT题目中涉及这两者的题目倾向于"correlate with"做答案。

思路点评：
大家主要就是纠结在with和to 的选择上。查了一些例句和idom，并没有特别的说明在什么情况下用to 什么情况下用with。答案可能需要大家在使用中对比琢磨两者的意味。GMAT倾向用"correlate with"。

注意主语是Incidence不可数名词，故CORRELATE应该用做correlates
