定语从句, 修饰the increase in wages.

it expected to approve the increase in wages as a result of ....

that引导定语从句修饰the increase in wages.那么这里的it又指向谁？如果it指向the increase in wages 的话，岂不是这里省掉it句子变得更加流畅。如果是做形式主语，那么真正的主语又是什么？

我已经明白了，it 作为that引导的从句的主语，优先指代主句的主语，这种情况在ETS里还是很多的,而且ETS不认为这样会引起指代（the increase）的歧义。

在A中money 用来cover increase

在C中money用来cover (increasing)wages,逻辑上比A更合理.而且C中用分词代替A中的定语从句,应更简洁

虽然as a result of+negotiation >as a result of +negotiating,但语法上并没有错

C改变了原意，而且意思不合理；

A中所说的城市拨款去覆盖的是工资的增长部分，C变成了说是覆盖增长的工资（全部工资）。而且C将主动改成了被动。

还有关于分词和定语从句做定语的问题，虽然分词简洁，但是根据我的总结，优先使用定语从句，尤其是原文使用了定语从句，不要轻易更改成分词。定语从句和分词修饰所表达的意义不同。

本题A对，没有疑问，因为只有A的中心语increase是正确的，其它选项中心语都错误。

但是我想问一个问题：

A中的定语部分（黄底）increase in wages that it expected to approve as a result of negotiations with the municipal labor unions和C中定语部分（黄底）increasing wages expected to be approved as a result of negotiating with the municipal labor unions相比，《大全注释》说C的be approved用被动没必要。

我却觉得除了C的negotiating没有A的negotiations好以外，整个C定语的结构比A好。因为C虽然用了过去分词（expected）加被动语态（be approved）的复合修饰（当然也比较复杂），但是它们的逻辑主语都是这个被修饰的increasing wages，逻辑连贯，一气呵成。而A中定语从句的主语是it（指代the city）修饰increase in wages，一会儿说city，一会儿说wage，一会儿又说city，似乎逻辑关系没有C清晰连贯。

大家觉得呢？本问题为开放性问题啊，欢迎大家讨论。
