這一題我不懂為什麼答案是A?
是真的完全不懂從哪切入點~~
PS  這題請問有牛人可以幫我翻譯一下嗎?翻譯我也有點不了解~~

未划线部分有个and that ，说明句子结构是...agree that.... and that... 于是排除B,C,D
再看E，是个run-on句子，逗号不能连接2个单独句子。而且There is agreement among ... that there is waste表达很awkward有2个there is句型
最后看看A，However开头引导一个分句，后面it is difficult...是主句，很perfect!

Much不是修饰voters的，而是修饰may agree的，即同意的程度（how much the voters may agree）。
