答案是B，但是我对B有点疑问。。。B中citing...，a new study has...是否会被理解成先是有estimate(因为完成时），再有citing（因为省略了原来表示时间的词语？？？），所以表达的意思不对呢？

Citing faulty voting equipment, confusing ballots, voter error, and problems at polling places是修饰 a new study的，不存在省略，而且estimate那是主句，你这个只是一个修饰，没那么多的时间关系，想多了貌似。。。。

倒也不会，这个citing更像是一个【放在句首的V-ing做形容词修饰句首名词】。
