prep 08版说：making作为伴随approved的结果状语，逻辑意思不合理，其应该是说明act的作用，修饰act
我的疑问：为什么making放着好端端的主句主语The act of Congress不去修饰，偏偏要修饰定语从句的谓语动词？这种情况我以前都没有碰见啊。。。
2、这个making存在不存在夹心修饰的现象？我个人认为这里符合：S,v-ing，VO的格式，那么making会夹心修饰established的么？
