我选A，capability for / ability of /ability for排除BDE，lives are saved and million of property damage被动动作的发出者不明，平行结构有问题排除C，剩下的只有A，being able to的逻辑主语是人或某个机构，could save lives and million of property damage平行合理，不过save damage我觉得好像表述也有问题，不过优选A。
