DE是有问题的
因为
1. twice+Noun的结构来表示倍数的
2. 而increase不是可数的一种表达，不能用as many as，
3. 此外increase本身就是noun，所以应该用twice the increase才对而不是twice as many as
4. twice这边是做同位语结构，是修饰前置名词的，可是twice前面是1990所以修饰错误，而doubling是句尾ing的独主结构是修饰前面整句的。所以twice的表达绝对错误
