在关于海洋所有权的声称中，与the concept of freedom 形成challenged&contrary关系的应该是一种体现“主观性”、“私利性”、“霸权性”特点的对海洋所有权占有的理由，在个选项中比较来建立在national security and profit这一理由基础之上的appropriation（占用、使用）最为合适。我是这么看的，呵呵~~~望指教啊

所以concept和notion要取反
concept是freedom of the seas from the proprietary claims of nations ，海洋要独立与国家，那么notion就应该是还应必须被国家所占有
appropriation就是占有的意思。
