这里谁是主语?如果是votes cast 为什么用were?

总结一下：

(A)which不能指代前面整句话，也离可能被修饰的词a new study太远，另外they没有指代对象；(C)Citing的逻辑主语是后面主句的主语votes，错；(D)cast在前，count在后，两者时态不对；(E)estimate用的是现在完成时，count用的是过去完成时，时态也不对，另外citing…在这里可能引起歧义，变成修饰election或者做状语修饰谓语，以及estimate引导宾语从句后面that不能省。其实(B)也不是最好，因为它把题目中的主干变成了从属，从属变成了主干，但这最多只是effective的错。

1.which不是study吗？

2.they 应该指代前句主语，是不是they不可以指代一个主语短语，而只能是一个名词结构?

这里谁是主语?如果是votes cast 为什么用were?

这里的主语是4 million to 6 million其修饰词是votes，故是复数，用were

cast过去分词修饰votes，相当于定语从句that were cast,

由于cast的过去时也是cast，所以就容易被当成从句主语。
