我觉得D有这么几个问题：1、with从句的对象不明显，是修饰前面的整句话还是句中的某个名词？ 2、将put through triage的位置改变了，导致句意改变了。这个成分更像是修饰emergency room的。。。

D的錯誤如下: 1. that are put through triage錯誤修飾了emergency room  2. 使用了ensure則不能再接should, 如果我們ensure事情會發生, 那麼it will definitely happen, 而should表示了不確定性.所以兩者不能一起使用!

我选了C，现在知道应该是ensure后面的that不能省略
但是我觉得C的intending比A的intended好啊，谁能帮忙解答下么？谢啦

A的rules后面应该是省略了which are, be intended to是固定用法啊   C里面用intending的话，rules就变成了intend的动作发出者了  还有一点，C把put through triage的位置改变了，句意也就跟着变了
