主要想请问下大家：不定式在句首应该是和主句主语发生目的关系， 那么C选项 除了后面 which 不能修饰England，被动没有主动好以外
是否这里的in order to 和Wollens Act有 逻辑修饰错误呢？
（我不是很肯定这种说法，因为觉得不定式在句首应该也可以修饰主句中的谓语动词，表目的：Act was passed in order to...）
