因为announce to do的用法不对。如果announce之后接to该是~(something) to somebody，比如The corporation announces the decision to the public..或者I announce to my CD colleagues that..

这里有更好的选项c呀，呵呵，announce (that)是典型用法

啊？that在宾从作为连词都可以省吧
类似的state、tell、clarify都是~(that)
