问个老题 纠结半天 无礼求助 with 的用法 希望NN 解释

请大家看一看选项Ａ。看了白勇的解释。白大侠认为A  项应该是with the intention of... 这个很多帖子都讨论到了。但是大侠后面又说 即使是换成of sustaining, 这里的sustaining 的逻辑主语也应该是alaska. 但是这里的sustain 逻辑上应该是由fund 发出的。
他这个解释看似有道理， 但是这样就把前句和后面的with 结构联系起来， 但是小弟认为如果后面写成with the intention of....  这里应该是个独立主格结构，不存在逻辑主语的问题 （ 查了很多帖都这么说） 因为独立主格结构是有自己的逻辑主语的 所以小弟认为 这里的with the intention of... 结构里面没有sustaining 的逻辑主语是没有办法用这个结构的原因 不知道大家的意见 （我都觉得自己啰嗦）....

正确答案是C 这个不用说了 都讨论到烂了。现在想弄清楚这个独立主格结构的问题， 而且我也不太 确信这里的这个with 结构是不是独立主格 看上去貌似 with+N + 介词短语 （ of doing)  但是一般的独立主格需要逻辑主语的 这里却找不到
