不明白OG101：A项中：S. makes it likely to miss or interpret 这里it形式宾语是不是无所指？ OG解释说：the reference for it is ambiguous, leaving the reader with questions about who or what is likely to miss these signs.
但是prep里 答案D：making it a crime for sb. to hold  这里的it也是形式宾语，但是怎么就没有无所指的问题了呢？如果to hold是真正宾语的话，那OG101是不是可以认为to miss or interpret就是it指代的呢，这样和OG解释it的refer ambiguous是否矛盾？

是不是因为make的词组必须是：make ...likely for sb. to do ~?

2. it 不是说的make it likely that 中的it..而是espesically it works..中的it,此时，it 在形式上指heavy commitment, 但是在逻辑上应该指a course of action.

个人觉得，OG 12 SC101中A选项错在IT指代不明。
Make it likely for an executive to miss....
for sb to do sth 中的for sb是不能省的，因为to miss 的逻辑主语是an executive，而不是committment.
