答案是d，不明白的是saw这个词，啥是although 1998 saw several new.....逻辑上感觉不通啊，解释里面没提到这点

个人看法：

第一题：查allow的用法。看其除了人做主语，还能否用物做主语。

第二题：用saw没问题。1998 saw可以。是一种拟人化的表达方法，如果在作文中用到会是亮点。类似的一个用法：witness。

is controlled 做虚拟语气be controlled.

it指代 budget不妥，应该是money is spent..
