Well, when those top (10) US schools look at GMAT score, they will also consider where the candidate comes from. For Indian and Chinese students, a GMAT score around 700 is certainly not considered very competitive. Remember, although in theory you are competing with all other candidates, in reality you are mostly competing with applicants with similar backgrounds.
I would say if you have strong WE and write excellent essay, probably the WE and essay may be able to compensate the relatively weak AWA and TWE. Just make sure you check with the schools prior to application to see whether they care about the AWA and TWE -- a few do, but many don't.
