刚才做题的时候,把句子误读成了 (water treatment) and (conservation projects),然后觉得whose不能同时指代遮两个名词,所以就排除了d...

汗,现在才发现,句子说的是 water (treatment and conservation )projects...

at a cost 确实有歧义,即可认为是修饰projects, 也可认为修饰city.

看了各位的说法，我想补充一句：

这题的关键在于对cost含义的理解上。B at a cost （of）doing 有严重歧义，其真正意思应该是not doing，因为doing已经被cost掉了。

举例：I play at a cost of doing well in the exam.显然，意思应该是因为play，所以not doing well，意思正好和D相反。

请大家指正！
