我的解题思路:
首先看split, 最明显的是C, 末词与其它四个不一样,而且不对,去掉。再者,前门which必须跟一个逗号去修饰前门的词。
然后看固定搭配So... that...,除去A,E。
剩下B,D比较"at a cost raising"和"whose cost will raise", D胜出,因为B没有动词,raising在此不算动词。
很多人在纠结"at a cost""whose costs", 前者是指此项目的代价,后者是指此项目真正的花销(最终导致水费上升)。whose是可以指人和物。
其实不用纠结最后一项,就能根据其它的不同点来排除。希望大家指正。
