个人认为：
B项应该是at a cost of 才对
E项中，whose是可以修饰物或真人的（曼哈顿里有说），并且只是修饰projects这个词：water (treatment and conservation) projects.

关键点宾语a number of water treatment and conservation projects 是个符合名词，由water treatment projects和 water conservation projects两部分组成（更具句子意思理解），如果后面直接加修饰语，由于句子结构，容易导致指代不明确，具体如下
The city has proposed a number of water treatment and conservation projects the cost of which raises water bills high enough so that even environmentalists are beginning to raise alarms.

the cost of which raises water bills high enough so that（which指代不明确，是指water treatment,还是conservation project呢，句意是想说both，但是也可以理解为只修饰conservation project,ambiguity）

at a cost raising water bills so high that（at a cost raising water bills so high，是指water treatment,还是conservation project呢，句意是想说both，但是也可以理解为只修饰conservation project,ambiguity）

at a cost which raises water bills high enough so（同上）

whose cost will raise water bills so high that（注意whose可以代指both，这个我看ron的视频里面有提到过）

whose cost will raise water bills high enough so that（so that太错了）

我的解题思路：
首先看split, 最明显的是C, 末词与其它四个不一样，而且不对，去掉。再者,前门which必须跟一个逗号去修饰前门的词。
然后看固定搭配So... that...，除去A,E。
剩下B,D比较"at a cost raising"和"whose cost will raise", D胜出，因为B没有动词，raising在此不算动词。
很多人在纠结"at a cost""whose costs", 前者是指此项目的代价，后者是指此项目真正的花销（最终导致水费上升）。whose是可以指人和物。
其实不用纠结最后一项，就能根据其它的不同点来排除。希望大家指正。
