Approved在此修饰的是other actions，还是promotions, retirements, and other actions。这种用法感觉有歧义，不知道各位如何看？

2、前面是一个句子，加逗号，然后过去分词开头。这种情况，过去分词修饰的是前面句子结尾的名词，还是前面的整个句子？
