答案是D。说是examine和decide平行，这我没有异议。

可是B选项，如果看成executives examine ……，and they use ……in deciding.  
they指代executives.

B中use的用法use sth in doing不对，应该是use sth to do。并且B的结构是and连接两个完整句子，但这两个句子的主语相同，所以第二个句子的主语they可以省略。
