楼主，你说的our life situation will be improved in two years，in 的含义时 在（某段时间）之后，但是不是说 in two years 的固定搭配非要是将来时态，同样是可以用于过去式的： she learnt to drive in three weeks( after three weeks she could drive ).
在看这题，C选项说在未来的的两年里，the July decrease in unemployment 达到最低，你觉得逻辑意思说的通吗？未来两年都没发生啊，怎么能判断是最低呢？ 并且 也不应该用 would， 要用也是用 will 啊。
