答案选A,语法笔记上说 （A)正确, less在这里做副词,修饰动词rose;
我的理解是less 修饰2.8 pecent,

Employment costs rose 2.8 percent in the 12 months that ended in September,(which is ) slightly less than they did in the year that ended in the previous quarter
which指代2.8 percent
还是不明白所说的做副词修饰动词rose 可以怎么理解，还有我的理解错在哪里？

首先 which is  用的不好，可能被理解为修饰September。

的确 less 既可以是副词修饰动词 也可以是形容词修饰名词，但是如果 less  如你所说 修饰 2.8%, 那么句子就会写成 slightly less than  2.8% 而就不会写成 slightly less than they did了。 they did 中的did 指代的就是前面的rose ，所以less 是修饰did 的，即rose。
