举个例子
I bought some TNT, with the intent to blow up GMAC.

这个with引导的独立主格作为状语，补充说明主句描述的整个事件的动机，我觉得with既没有指代主语I，也没有指代宾语TNT。

227那道题，想要表达rule was intended to do的意思，也就是intend不能光是个伴随的结果，而是需要表达出发出intend这个动作的主体（state）和intend这个动作的受体（rule），但是with引导的独立主格办不到撒。。。

GMAT里面有with the intent to的选项一般都是错的，肯定是优先考虑动词intend沃
我在别人空间抠的例句，不管是划线部分还是没划线部分，都是用intend

with intention to不是intend to. intention是名词,但是intend是动词.不选A的原因不是因为短语搭配错误,而是因为这个intention修饰的动作模糊不清. 原句的意思是不是指存钱这一动作的intention,而是指这个fund的作用. 读懂划线部分的意思应该能很明显的区分出来.
