请教斑竹和各位NN一道GWD题目

In 1981 children in the United States spent an averageof slightly less than two and a half hours a week doinghousehold chores杂务; by 1997 they had spent nearly six hours a week.

A.chores; by 1997 that figure had grown to nearlysix hours a week （因为是在1997年以后说的题目当中的话，所以可以用had grown?）

B.chores, whereas nearly six hours a week werespent in 1997

请问版主和各位NN，这道题排除之后以上两项我有疑问，答案是A项，我选了B,因为不明白为什么A项里可以用过去完成时，题目中1981年用的都是过去时啊，是因为by 1997这种by的结构一定要接完成时吗？还是如有些帖子所讲题目是在1997年之后说的这话，因此可以用过去完成时？
B项因为被动句式被否定，可我个人并不认为被动句式一定错误啊，请各位指教！十分感谢！

今天遇到好几个whereas的题，觉得用平行解这种题挺有效的……

B: whereas前后不平行（虽然whereas不是GMAT规定必须要连接平行结构的词，但还是平行好，和谐）
前面半句是children spent time，后面半句又是time were spent，怪的

by 1997后面肯定是过去完成时，题目里是in 1981，具体时间点出来了，必须用过去时，不能用完成时
