可是PREP笔记上不是说过只有WITH INTENT TO DO 和with intention of something么,这是固定搭配。那C 选项包含with intent of  ,为什么还是正确答案呢?

曼哈顿sc p151, with the intent (or intention) of verb+ing, 正确,和with the intent to verb也正确。
同时曼哈顿还指出B中的with the intent that (somebody) would verb是一种可疑的用法。
