The formal process should be descried on the official offer from the school. It is on mine. As you said, the academic world is very small. Some (or many) professors are very serious about this problem. They think once you accepted an offer you should withdraw all your other applications, given the fact that legally you have the right to change your mind. If the new offer is from a very very big school, and you communicate with them well about why you want to change your mind, then they may understand your decision.
