Whether government should hold the primary responsibility for preventing environmental damage has been a heated controversy in contemporary society. Some people maintain that it is the government rather than individuals that should be responsible for this serious issue, while others stand on a different ground, insisting that individuals also have an unshakable obligation to combat environmental damage. In my opinion, it is impossible for any single group to achieve this goal alone, thus the prevention of the environment would have to hold both individuals and government in general accountable.
On one hand, government always has a more far-reaching influence on the social ideology than individuals have. In theory, things always become easier when it comes to government, as it has so many agencies and departments which permeatein all aspectsof social life, and also government has a greater power and the capability of using multiple tools such as mass medias and law enforcement to promote the eco-friendly ideas and advocate the new life style which encourages people to make several switches from deluxe light bulbs to economy bulbs, from SUVs to fuel-efficient cars and from private cars to mass-transit. For example, if it were not for the painstaking efforts made by the authorities and officials, smokers would light on a cigarette whenever they want and some industrial plants and factories would also emit pollutants, sewage and toxic gas(carbon dioxide) as much as they want which would absolutely give rise to the aggravation of environment and natural atmosphere. Besides, government could also launch multiple raids toward those corporations and cliques that undergo illegal businesses that sell wild animals' fur. In fact, none of the above mentioned methods to protect environment can be done by individuals; therefore, there is no question that government should have the primary and major responsibility to reduce environmental damage.
One the other hand, it is too absolute to exclude individuals from the actions to conserve environment, as it belongs to each one of us. Though in general government has larger effect on the protection of the atmosphere and on the elimination of the harmful behaviors which cause severe damage to environment, it cannot detail and focus on every single aspect of daily life. What is more, it is necessary to incorporate individuals in the process to eliminate pollutants and reduce damages, as they were the components of the government and the society. Actually even the most successful policy which will benefit the atmosphere a lot needs to be implemented by individuals. Besides, some proportion of that damage is caused by excess use of private cars and intemperate use of water and other precious natural resources. Thus all individuals should be responsible for the above mentioned behaviors.
In summary, the primary responsibility of environment protection should go to the government. However, both the governments and individuals should involve in the joint effort to protect environment and make our planet a better place to live, as cooperation can yields more influences and more successful work. |
