题目是 government budget 应该多投到基础教育上还是高等教育 我选的高等教育

Universities are institutes that put advanced knowledge into students' minds and authorized to grant degrees, such as bachelor degree, master degree and doctor degree. Universities are important compositions of a country's education system that the government needs a lot of attention on them. In my opinion, a government should focus its budget more on universities rather than on very young children education for successful development of a country, because universities are helpful in polishing the country's image and developing potential young people.
First of all, putting more budget in universities enables to promote the country's image. A country's education situation is one of the most significant symbols to indicate its general conditions. For example, it is well-known that the United States is a powerful country with the best education system. Every year, many foreign students want to further their education in America because they want to experience the lively, interesting and educative curriculums. Investments in universities have innumerous benefits, which can only be seen in the long run. With budgets, better and experienced professors will be hired to improve the quality of lectures and arouse students' interests. It is the country's image that will be greatly improved with well-organized advanced education system. The benign cycle will continue to work on so that the country can have its own status in the fierce competed world. Is it a wonderful choice to promote image in the world with government's budget?
In the second place, budgets on universities make contributions to country's development by educating potential people. Youth is the future of all countries that require much more attention of the nation. Universities are the best places for learning knowledge, enhancing skills and broadening horizons and definitely the world for youths. For instance, it is the university that supported Yuan Longping to do research on crops who discovered a new method for planting rice and ended up solving the worldwide starvation problem. Hardly does university's lab be ignored on the success. Budgets on universities guarantee the function for labs, research centers and other places for potential young people who may discover something unimaginable to conquer worldwide problems. So, development of young people leads to the nation's success with its budgets.
Nevertheless, I think there is also requirement to focus on very young children education, for it's the root of the whole education system. This part lays the foundation and it's essential for future development of human beings.
Although budgets are demanded for very young children education, they are more needed on universities, owing to universities do a great job to promote a nation's image and educate young potential people, which are of great value for a country's success.
