B中的句子结构是The commission proposed  that funding be obtained through a local bond issue。which引导的定语从句修饰park没有问题。E中变成了the commission proposed development funding and that such funding could be,题干完全变了。这个which引导的变成宾语从句了。我只是从OG的解释上推出来它可能是这么说。具体的还是希望请NN指教！

In this case, 其他错误一定要看, because other errors may contribute to the confusion of which's reference. The bottom line is that when a sentence introduces any confusion, it is wrong. The "forest" must be more concise, relative to other answer choices.

At any rate, it is not clear in choices A, B, C, or D whether the modernization program or the steel mil is supposed to be completed in the late 1980’s.

In B and C, the use of hopefully for it is hoped still meets with strong and widespread objection from many editors, lexicographers, and authors of usage handbooks.

Asdie from having an ambiguous which,

D contains no independent clause and so cannot stand as a sentence.

Choice E is the correct answer for this very difficult question.

先谢谢leeon, 不过我想你的体认可能有误.....

(C) funding for the development of the park, perhaps open to the public early next year, to be

Choice B is best. Choice A attaches the relative clause which could be open... to the noun development, when, in fact, it is the park that could be open.

从OG对(A)(B)的解释来说, 是逻辑上应该指代park, 但语法上却指代development

Choice E, which seriously distorts meaning, says that the commission proposed development funding and that such funding could be open to the public....

也就是说这里的which变成指代funding .........

这也是我的疑惑所在.....

昨天看了一些OG的解释，发现有矛盾的还真不少！

想来想去，XDF的原则可能还管用：

3) 跳跃修饰的判断方法

a. 语法手段：如定语从句可以由主谓一致保持修饰对象的明确。

b. 逻辑手段，由上下文判断。

c. 优先就近修饰，然后跳跃修饰。 以后做题的时候至少可以注意： 1.修饰问题是一个有效问题，不可以一上来就按此原则排除选项。 2.语法判断是第一原则。 3.无法用语法判断的时候，即选项都一样，这时也无所谓用什么逻辑原则了，直接去看其他区别了。 就像下面这题一样： 251. The gyrfalcon, an Arctic bird of prey, has survived a close brush with extinction; its numbers are now five times greater than when the use of DDT was sharply restricted in the early 1970’s. (A) extinction; its numbers are now five times greater than (B) extinction; its numbers are now five times more than (C) extinction, their numbers now fivefold what they were (D) extinction, now with fivefold the numbers they had（A） (E) extinction, now with numbers five times greater than ETS几乎所有考number作为一个抽象名词表达一群事物的数量时，不管是几个或成千上万，如5M，都用number单数形式。这里偏偏用的是复数，而且所有选项都用复数，那么只好不去管他，看别的区别了。
