各位前辈们啊，有个疑问请教 ：
Last week local shrimpers held a news conference to take some credit for the resurgence of the rare Kemp's ridley turtle, saying that their compliance with laws requiring that turtle-excluder devices on shrimp nets is protecting adult sea turtles.这里为什么不用was protecting ，要用is，saying不是发生在过去吗？为啥用现在时呢？谢谢

我觉得应该是表示这个动作现在依旧持续,客观事实性...
其他的选项错误更多..

E.    to require turtle-excluder devices on shrimp nets is protecting


为什么这里require后面不用虚拟呢？
