B： That educators have not anticipated the impact of microcomputer technology can hardly be said to be at fault
-----> It can hardly be said to be at fault that educators have not anticipated the impact of microcomputer technology.
这样我们可以比较明白的感觉到it can hardly be said to be at fault这个表达is awkward and unclear. be at fault 的是人，而不是that 所引导的整个句子。
而B中是将整个that所引导的句子跟上main verb(can hardly be said),不仅没有清晰表达出who are at fault,同时还有logical problem.

50题里面有一个小问题~
你说的那个and我明白了，连词不能缺少了
但是rather to come does not complete the second part of the sentence idiomatically里的idiomatically应该说的是
这个rather to come在习惯用语、习惯搭配上无法完成句子的第二部分，而不是连词上吧，这个理解对么
