2. what they had not ... 过于绝对，好像说所有他们以前没有考虑到的事情就只有一件--better control of infections，不如something好。

such as固定搭配，可以排除BE。
对于D选项，eradication, of other中间用逗号隔开，不合适。而且，something not considered a previous possibility把某件事情看作是一种概率或可能性，使得后面的control不具有解释力，不正确。此外，better control and perhaps eradication不能并列，应该and改为or。
对于你的问题，A项的错误在于the other的使用，在英语中这类修饰语往往有固定场合，对于the other，往往和one搭配，构成one do A, the other do B。而且，后面往往跟单数名词。
