Please be assured that this waiver will in no way negatively impact your candidacy. The Admissions Committee understands and expects these conditions and will certainly take them into consideration when reviewing your application.
Want to confirm one point: Kellogg is telling the truth. Waiver is not rejection. If the Admission committee is interested in your package, they will call you for a phone interview in a later stage. I personally know many students who got waiver and later get admitted.
