我想问问D哪里不对了，是不是因为事态问题选项用的是will be，那么为什么不能用will be呢？？

我觉得D主要是错在that of 的that指代不明，另外will be certain to leave有问题
be to do本来就有表将来的意思了，再加个will语意上有重复

who紧跟fed reserve,修饰对象不对。balanced between that of, that of具体指代的对象不明
