这题我主要是不懂为什么rather不行，如果是economy will avoid....and rather是不是就对了呢？（不过貌似只有but rather）
所以是不是instead的用法是and instead,  rather的就要用but rather呢？
两个都有否定意思，but rather不会双重否定吗？
