我这么想，propose建议，shore支撑，parallel（名词）平行线，或者平行的一个什么东西。
翻译过来就是ace建议建造一堵平行线，来支撑一个暗礁上的堤坝。这个堤坝比水面高6英尺，可以用作缓冲设施。。。。附上图片解释。

absorbing是做伴随状语么？ 如果是做伴随状语，那么他的主语应该是和主句的主语是一致的吧，可是主句的主语是the army corps of engineers ，absorbing的逻辑上的主语应该是breakwater吧，这样absorbing做伴随状语就讲不通了

不是，他们propose的一定不是breakwater。building肯定不能当名词用，因为building前面没有冠词，所以只能是建议去建造一个什么什么。building是动词，propose doing。parallel是建造的东西，我很不清楚这是个什么东西，可能是前面一个挡水板，后面是平行的、用来顶住它的大木棍子。

从句也是句子，有严格的句子结构，doing修饰的不是整个句子的主语，是定语从句的主语-that，that指的是breakwater。这样能说的过去么？
还有一点。SVO，doing结构。doing不仅可以修饰主语、也可以修饰整个句子。
当然它不能修饰宾语，因为修饰宾语用定语从句，因为其就近修饰的特点，所以绝对的精确。

不同意，应该是breakwater，of rocks只是breakwater的后置定语。后面的定语从句没必要修饰一个无关紧要的rocks。

不过 我倒是有个待确定的疑问

propose 一般不是都采用 propose to V 的用法吗？
那么propose to V 和 propose V-ing 有何不同呢？
