好像没有a means of这个用法。。。。

as a means to和as a means of都存在，查了半天没找到两者的明显区别，但看了些例子，发现as a means of后加名词形式的比较多，比如as a means of transportaion, as a means of protection，而 as a means to后加短语的比较多, 比如 as a means to an end, as a means to build wealth...

A as a means of B， A是B的一个方法；
A as a means to B ,  做A是为了达到B这个目的。
这两者重心不一样，对应的句意也是有区别的。回到这题，句意主要讲city怎么大力发展艺术的，投了多少钱，这样带来的结果是发展经济。而不是为了发展经济，将发展艺术作为一个方法。

我感觉 A as a means of B, 强调方法A.
A as a means to B,强调目的B.
题目不是为了强调发展艺术，而是要强调达到 发展经济的目的。
