这里看上去像是if X happens, Y will happen的表示条件而非虚拟的句型

if X happen,在这个句子里就是if a portion of capital were invested... 与虚拟语气并不矛盾。前面的that would be generated是y will happen的部分。不知道我说清楚没。。。

A of B加动词，动词的形式是随前一致的，也就是和A一致。那么这里be动词就是和a portion一致,而不是和capital一直，a portion表示的是复数概念，所以用were
