paper这个东西，有用的你没有，你有的没啥用，所以基本上不用太把它当回事。

最有用的还是推荐信和名校高gpa。

your assumption is invalid. first of all, for top 10 US master, he/she at least can get very good references, and have some connection. However for top2 china bachelor, obviously he/she cannot have such things. In addition, many programs pay most attention in applicant's exposure to the US life and study setting.

In a word, i believe that top 10 US master is in a more advantageous position.
