红色部分是独立主格结构我觉得没有问题，但是后面的部分的结构和句子其他部分就不对了。
while有转折的意识，如果是对的，它一定是和前面的主句形成转折，两黄色部分，但是这不对。从整个句子上理解是E选项中的两个绿色形成并列关系，这样这个句子描述更好些。这是我的观点

同意第一点的看法，这个句子没谓语的
while这里应该是表转折的连词，所以前后结构应该是对称的
C肯定是错的

C的错误：1。federal prosecutors unlikely to pursue criminal copyright infringers 不是完整的句子   are unlikely to 还差不多

2。while offenders were 和前面的until 形成一句话的话，就是一句话里2个连词，错吧，也谈不上。感觉似乎挺变扭的。
