个人觉得 D当中的formally作为状语修饰sanctioned应该挨着更好
还有状语的位置是很灵活的 没必要非得放到 is 和not中间 把这两个搭配分开
总之D错的原因是故意复杂化

其实我也想过这个， 不过始终搞不清含义上的差别。还有which, formally, is not 似乎才是修饰整个句子的。 这是不是和谓语动词与副词相对位置有关
