没搞懂为什么用to hold 形式~  不能用holding gold 来修饰 citizen吗？

可是C哪里错了呢

C句：本来就错了，没必要去找它有多错，a law......（全是修饰law），immigrants found that......
        前面一短语，后面一句子，结构上就错了，而且that和以后的可以理解为修饰1933，全乱了，啥都错。
D句：because of a law（修饰部分无视），immigrants found that......这是一个完整的句子。
